Southend-on-Sea is a vibrant city by the sea, a major tourist destination and business centre. It has a growing population and a pressing housing need. As land is limited, the city needs careful planning to grow, support residents and businesses, deal with climate change, and protect its natural environment and heritage.
The Southend New Local Plan seeks to ensure the sustainable development of the city to 2040, which is accompanied by supporting infrastructure.

Comments made on previous consultations have shaped this version of the Local Plan, the Preferred Approach with options.
Once we have had your feedback on this stage, we will prepare and publish a Proposed Submission version of the Local Plan for consultation.
After this, we will submit the Local Plan for independent examination.
Further details of the plan preparation timetable are set out in the Local Development Scheme (2025).
The Local Plan aligns with and will help to advance the priorities set out in the Southend City Vision, informed by a city-wide consultation in 2024.
