12. Place Specific Policies

As with any City, Southend is not a single homogenous place. Rather, it is a collection of separate and distinct places or neighbourhoods which have grown together over time to create a substantial conurbation. The Local Plan has sought to consider the issues facing the different neighbourhoods of Southend.

This chapter of the Local Plan, introduces each of the nine neighbourhoods, outlining their background, main issues and key facts. It also presents a vision for each neighbourhood, a map and neighbourhood policy, together with a table of potential site proposals.

The neighbourhoods are:

  • Eastwood (Policy N1)
  • Leigh (Policy N2)
  • Prittlewell (Policy N3)
  • Westcliff (Policy N4)
  • Southend Central (Policy N5)
  • Southchurch (Policy N6)
  • Fossetts (Policy N7)
  • Thorpe Bay (Policy N8)
  • Shoeburyness (Policy N9)
