7. Urban Design, Character & Heritage (Policy SP7)

High quality, innovative design that optimises the use of land helps to create and maintain places that are safe, attractive and distinctive.

Southend-on-Sea is a collection of neighbourhoods that have grown together over time, each with its own characteristics and priorities.

Well-designed buildings, streets and spaces can enhance local character and heritage by responding to context, providing for accessible and inclusive places that contribute to local identity.

Good design will be the basis of development proposals (Policy DM7.1), and development proposals must sustainably optimise the use of land, positively respond to local context and not lead to over-intensification (Policy DM7.2).

Tall buildings can increase density in an area, but require careful consideration, including identifying appropriate locations (Policy DM7.3).

Advertisements can add visual interest but can also have a negative impact and need to be carefully managed. Shopfronts have an important function, contributing to local character and distinctiveness, providing an active and attractive frontage to a building (Policy DM7.4).

Southend-on-Sea City Council, as a Unitary Authority, is both a Waste Collection and Waste Disposal Authority. Policy DM7.5 sets out the approach to waste management in the city.
