Essex County Council fully supports the stated purpose of the Document 'to set out Southend Borough Council's approach towards seeking planning obligations when considering planning applications' (paragraph 1.22). The presentation of clear guidance on this matter should greatly assist the process of securing high quality sustainable development that meets the needs of the community.

The Document understandably focuses on the application of Planning Obligations across the Borough Council's administrative area. Nevertheless, the Document should acknowledge that there could be occasions when the impacts of a proposed development extend beyond the Borough's boundary. Consequently, some proposed developments in Southend could give rise to impacts within the adjoining administrative areas of Essex County Council, Castle Point Borough Council and Rochford District Council. Perhaps the most notable current example is in relation to the development of London Southend Airport, where the transport impacts are likely to extend to the adjoining area beyond Southend.

Accordingly, the Document should be enhanced as follows,
In Section 2, 'How Planning Obligations will be applied Across Southend', add a paragraph to explain that where a proposed development has likely impacts outside Southend the relevant authorities will be party to the negotiation and completion of the necessary planning obligations;

In Section 3, clarify that adjoining authorities should be involved equally in the procedure for completing planning obligations in respect of those development proposals which had an impact outside Southend.
