The document should make it clear that contributions may be expected towards the improvement of railway stations and access to those stations, primarily by sustainable modes. Evidence of the need for improvements may be provided by the Borough Council (through the LTP or completion of Station Travel Plans) or by the railway industry (through franchise agreements, investment programmes or route utilisation strategies). The document should reinforce the role of the railway as an efficient mass transit system for Southend - in particular the c2c line, with a dense network of local stations and a turn-up and go service.

There is no reference to investment in the rail network in these criteria. Can public transport, and access to it, be better defined in order to ensure that contributions can be effectively captured?

It would be useful if the Council could require developers to demonstrate agreement in principle or consent from the appropriate rail authorities, where development is proposed on railway land. If this were a condition of an application being accepted, it might reduce the risk of applications being aborted at a later stage because railway approvals were not forthcoming.

It would be useful if the Council were to consult with rail authorities in advance of any negotiations with developers where use of rail land or access / infrastructure improvements are required at stations. This will enable realistic estimates of project costs to be determined as an input to the final S106 agreement.
