9a Concentrate retail activity in the northern/southern sections of High Street (in & around The Victorias & The Royals shopping centres) with cafes, bars, restaurants, banks & building societies & smaller scale retail uses in the central part of High Street

Provide three 'Squares' of entertainment serviced by the local Retail to join the High Street together rather than break it further apart as in the plan for additional retail in St. Johns Quarter.
Why not go further, providing three 'Entertainment Squares' serviced by the retail shopping centres. An open sided glass canopy over 'Victoria Square' and a modern bandstand in the middle would enable street entertainment to flourish and provide additional customers the bars and restaurants in the area. If the Council were to provide more pedestrianisation in the surrounding streets and allow the bars and restaurants to erect canopies in the season as they do on the continent. This could become a vital eating and socialising area of the town.
The Council could also set up a 'University Square' in the centre, at the rear of the High Street using the derelict back gardens in the properties by the High Street and Whitegate Road.
A third 'Royal or Pier Square' at the top of Pier Hill which could be used for entertainment as it is at present and for 'Night Markets to coincide with the Saturday Night firework displays to extend the retail season of the top end of the High Street.

9b - Extend major retail activity into the St John's Quarter including the central seafront
Representation ID: 600

There is a case for extending retail into St John's Quarter, however it should be based around the Lucy Road area and not in an additional corridor from the middle of the High Street and destroying all the local parking. Additional Green Space could be created by putting the Seaway Carpark on the same level as the seafront and greening over the roof to provide a picnic or other amenity area.

Herbert Grove Residents believe that the idea to provide a major carpark in this area far from the seafront and retail areas is ridiculous, who would use it?

What new facilities should be introduced into this area to enhance its vitality and viability?

All the plans proposed by RSL so far have been short sighted, for instance an underground car park under Warrior Square to service the retail at the centre of the town and the local residence could easily be incorporated.
One Herbert Grove Resident believes that the software used for design by RSL has no capacity to include topography and any underground development.

14b - greater intervention by removal of substantial number of units to allow a new 'street' with retail opportunities at right angles to the seafront and facilitate the broader 'Spanish steps concept.

Somebody in planning has a thing about 'Spanish steps' Why not reduce the height of Lucy Road to Esplanade level and allow the traders to have retail units at the rear of the seafront and a walk through from a same level carpark on the current Seaway site.
Herbert Grove Residents believe that the whole RSL plan for St. Johns Quarter is devoid of imagination.

Why not have a proposal to stop all visitors to Southend, the effect would be almost the same.
